Participants will leave this session with a blueprint to implement an response to intervention (RTI) model to increase the achievement for Latino, English language learning, and African American students. Highland Pacific Elementary, a high-poverty, high-minority school will be highlighted. Its English language learners have scored 40 percent proficiency on the state test and have double the proficiency of African American students. The workshop will present a structural, instructional, and student observational protocol to monitor how the students respond to culturally and linguistically responsive instruction.
