Hamilton County's initiative to identify minority gifted students in schools of poverty continues to be informed by local cultural and situational dynamics and the belief that the effects of poverty in these communities have had a negative impact on traditional assessment outcomes. Participants in this session will learn the importance of good referrals and the cognitive theories of Vygotsky, Feuerstein, and Frasier, as well as how strong administrative leadership has supported the development of cutting-edge techniques in assessment and programming.
